It focuses on strategic priority areas where we can make the greatest impact: Economic Growth, Health, Housing, Education, and Law and Order.
The Strategy builds on the foundations of Lalanga Fou and the Pacific Wellbeing Strategy, honouring past insights while tightening focus around delivery and measurable outcomes.
The Strategy presents a practical, sustainable approach that recognises the challenges of the day and identifies how to work across government to deliver better outcomes for Pacific peoples.
The draft strategy focuses on five priority areas where the Ministry can make the greatest difference:
Previous strategies were developed in response to the priorities and conditions of their time. It’s time to re-focus on where we can make the greatest impact today, and we’re seeking your views to help shape the way forward.

We have developed the draft Delivering for Pacific Communities Strategy to guide our work over the next three years. This new strategy responds to today’s challenges, aligns with the Government’s priorities, and reflects the long-term aspirations of Pacific communities. It ensures the Ministry is well-positioned to support Pacific communities in the areas that matter most.
Delivering for Pacific Communities builds on the strong foundations of Lalanga Fou and the Pacific Wellbeing Strategy, which captured insights from previous engagements with Pacific communities.
It shifts focus to delivery, accountability, and outcomes, while still remaining grounded in the long-term vision and values identified in earlier frameworks.
The strategy focuses on delivering tangible outcomes in key areas Pacific communities have consistently identified as priorities: economic growth, health, housing, education, Pacific languages, and law and order.
The strategic reset is about the Ministry doing things more efficiently to deliver greater impact. It means being more targeted, using evidence to guide decisions, investing in Pacific-led solutions, and streamlining funding – all while staying grounded in Pacific values.
