The Ministry for Pacific Peoples has worked in partnership with the Ministry of Health to publish Volumes 1 and 2 of the Tupu Ola Moui: Pacific Health Chart Book series (2025), a comprehensive and data-driven report providing an in-depth look at the health of Pacific peoples in New Zealand.

This publication is the third edition, following publications in 2004 and 2012, and serves as a tool for understanding the health needs and challenges faced by Pacific communities.

Tupu Ola Moui is designed to support the Government’s ongoing commitment to improving Pacific health outcomes, aligning with Te Mana Ola: The Pacific Health Strategy, and the Government Policy Statement (GPS) on Health.

Strengthening Pacific Health Monitoring

Developed in collaboration with Health NZ and community partners, this publication aims to provide a Pacific-led approach to health monitoring. It will support the Ministry of Health to track progress and measure improvements in Pacific health outcomes over time.

The first two volumes of Tupu Ola Moui look at:

  • Volume 1: Pacific Population in New Zealand – Provides a comprehensive overview of the Pacific population, its growth, and cultural diversity.
  • Volume 2: Pacific Health Workforce – Focuses on the state of the Pacific health workforce, including the number of Pacific students graduating with health-related degrees and the barriers to increasing Pacific representation in healthcare professions.

The second stage of the report will be released in June 2025, focusing on:

  • Volume 3: Healthier Environments – Exploring the social determinants of health, including housing, education, and income.
  • Volume 4: Health System Part One – A detailed analysis of Pacific peoples' experiences with the health system and key health outcomes across their life course.
  • Volume 5: Health System Part Two – Extending the findings from Volume 4, delving further into health system interactions and outcomes.

Improving Pacific data and insights

“Tupu Ola Moui is an important step for improving the quality of information related to Pacific peoples in Aotearoa,” Dr James Greenwell, Director, Data and Insight, Ministry for Pacific Peoples.

“Data and insights form the basis of government policies, strategies and, ultimately, decisions that affect Pacific communities

“MPP looks forward to continuing its collaboration with government agencies, such as Statistics New Zealand and the Ministry of Health, to lift the quality of data and better understand the needs of the communities we serve,” adds Dr Greenwell.
