What is Kātoatoa?

​​​​Kātoatoa is a fully integrated IT system that brings together Financial Management, Grants Management, and Customer Relationship Management capabilities. Kātoatoa will replace MPP's existing Financial Management System and other separate systems and processes currently used to manage grants, contracts and interactions with Pacific communities and stakeholders across Aotearoa.

Here at the Ministry for Pacific Peoples, we aim to progress with the advancing times we are in and adopt the best tools available to us, helping to increase the efficiency and productivity of our people.

The name Kātoatoa is Te Reo Māori Kūki ‘Āirani, Gagana Tokelau and Vagahau Niue and in this context means collectiveness, unity, togetherness and working as one. This reflects the bringing together of the three Financial, Grants and Customer Relationship Management systems into one fully integrated system, with all the components working together to improve efficiencies and outcomes.

Why are we implementing Kātoatoa?

Kātoatoa  will help us ensure that funds get to the right places more efficiently and quickly.

Kātoatoa will bring many key benefits, including:

  • easier for our Pacific communities and stakeholders to apply for funding and support from MPP
  • better access to, and transparency of, information
  • enhanced information security.

When are we implementing Kātoatoa?

We'll be progressively implementing Kātoatoa between now and 30 June 2023. Guidance on using Kātoatoa will be provided for fund applicants and providers closer to the time.

Kātoatoa will make it easier for you to apply for MPP funding

Kātoatoa will provide you with a streamlined user experience and access to your applications.

In the portal, you will be able to:

  • register and complete your personal and (if relevant) organisation profile
  • log on as many times as required to complete your application for funding
  • invite other people to help you complete your application
  • view your application at any time
  • update your information as needed
  • invite other users in your organisation to access your applications in the portal.

If your application for funding is successful, you will also be able to do the following in the portal:

  • agree contractual terms and conditions of your funding
  • complete and submit any contract reporting requirements
  • submit any invoices or claims for payment and monitor the status of your payments as they progress through the process
  • log on and access contracts created in Kātoatoa at any time.

Kātoatoa will provide you with a streamlined user experience and remove many manual processes, resulting in greater accuracy and time efficiencies.

In the portal, you will be able to:

  • agree contractual terms and conditions of your funding
  • complete and submit any contract reporting requirements
  • submit any invoices or claims for payment
  • monitor the status of your payments as they progress through the process
  • log on and access contracts created in Kātoatoa at any time
  • invite other users in your organisation to access your contracts in the portal
  • review and update your information as needed.
